Day 253: Living Income Guaranteed and Means Testing

Q: What information will be gathered to determine whether a person can receive a Living Income Guaranteed?


A: This question pertains to another question, which is: who will receive a Living Income?

The purpose of LIG in its most basic form is to provide a Living Income to those individuals who are unemployed or retired. Similarly to how the system works in most countries today – if you are unemployed and want unemployment benefits you require to register yourself as unemployed. Therefore, those who are registered as unemployed will receive a LIG. Those who retire and wish ‘retirement benefits’ would also make it known that they are retiring – hence with LIG – those registered as retired will receive a Living Income.

If within a country it is seen that it is viable to extend LIG to a wider range of recipients, additional criteria can be specified, for instance: anyone who is a student, or even every child (where the funds would first be available to the parents and only at a certain age become available to the child) in order to replace child support grants. Within such a system, additional information will have to be available – and thus, a greater degree of information integration should be in place. In some countries information integration is already quite extensive and if the resources are available, it would be a viable option. Other countries will first require to grow their economy and information infrastructure in order to expand LIG to a wider range of recipients.

Another way of expanding LIG is to tailor the Living Income to individual needs. For instance, an unemployed person with a chronic medical condition that requires continuous treatment will have higher monthly expenses than a healthy unemployed person. Where possible, the Living Income received by those two individuals could be different in order to provide each one with a more equal living standard. Such individual tailoring will require even more information access as it requires a detailed overview of every person’s expenses. Whether such expansion of LIG takes place will depend on the will of the people: a more equitable distribution of LIG is possible, but it would require individuals to allow a greater degree of information transparency. In many countries the tax return system is already so detailed that such information sharing would not be seen as an issue. Of course – in order to not make LIG too expensive, it would again require a certain level of automatization and integration of information, interlinking the information that is available by various institutions through for instance an electronic identity card, a card with a chip that can be linked to bank accounts, etc. This would allow the LIG allocation system to run the relevant calculations and equations according to the information attached to each person’s ID. Instead of going through the tiring and costly process of completing forms, each one would for instance have an ID card reader at home, place the ID card into it and upload the information to the LIG allocation system. Again, where such technology is not yet being deployed, an online system that ties all the information of an individual together by ID number can be used.

One must remember that information sharing is generally resisted by individuals when it comes to income tax collection. The tendency exists to hide information in order to not be charged a higher tax rate. With LIG, we suggest no personal income tax be charged and information sharing would be done from the perspective of receiving benefits in the form of Living Income. As such, we don’t foresee great resistance towards this point. Also to remember that eligible citizens would have a RIGHT to a Living Income but not an obligation to claim this right. Hence, if a person declines the right to a Living Income, one would not share one’s information and this person will not be taken into account by the LIG allocation system.

Recipients of LIG are not required to show that they are actively looking for employment and there is no limit to the period of time that one is supported by LIG.

The question also involves a second question: How can it be verified that a person truly deserves a Living Income?

What would happen in a scenario where a person registers as unemployed in order to claim a Living Income when the person is in fact still employed and receiving an income at least double the Living Income? This pertains to information integrity and would be the responsibility of the institution that registers a person as unemployed. Measures can be taken to contact the previous employer in order to verify the person is indeed no longer employed and bank account transactions can be monitored. Another scenario is where a person is registered as unemployed and works ‘under the table’, where the combined income of LIG and the wage received enable a person to live a luxurious lifestyle. Such points will only effectively be eradicated once money is entirely digitized and no transactions can take place without there being a record of it in the system – which is a point that any country that implements LIG should work towards in order to minimize abuse of the system. One must remember however that employment in informal commerce is often motivated by the need to survive. With LIG, such motivations would fall away as one can live a dignified life through receiving a Living Income.

Day 178: Zuma says to benefactors: "Everything you touch will multiply" - EMC will End Corruption

The Problem

At the ANC anniversary gala dinner, President Zuma of South Africa made the statement that "wise" businessmen who support the ANC could expect that everything they touch would multiply. In the Mail & Guardian, this has been called a 'controversial remark' - but is it really controversial if everyone is doing it?

Whoever supports Zuma will receive support in return - this is how political parties buy their power in a country. An example was in the newspapers just a few days ago - where Reddy Vivian's company was awarded a R1.25 billion contract to supply 'smart' electricity meters to the city of Johannesburg. The way in which the tender was awarded is full of irregularities.

  • "Detailed allegations that an initial technical evaluation score-sheet was amended to improve the result for Reddy's company, Edison Power;
  • The revised scoring pushed another bidder, Hefcom, below the cut-off 70% technical score. When price was factored in, Hefcom – whose bid was half the cost of Edison's – would have scored better than Edison;
  • A letter informing Edison it had won the bid is dated before City Power supply chain management even received the bid recommendation or the chair of the adjudication committee had signed off on the decision;
  • Edison's share of the contract was pushed up from an initial recommendation of a R600-million share of an R800-million contract to an exclusive contract for R1.25-billion; and
  • A man central to the award, City Power chief executive Sicelo Xulu, is alleged to be "friends with Zuma" though he denies this."

If it hadn't been for friends-politics, and if tenders were awarded purely on quality, Hefcom would have probably been awarded the tender, which would have halved the cost for supplying the electricity meters. The South African public is being conned continuously as no decision is made in the best interest of the whole, but only in the interest of those in power - both the politicians and the companies. This type of neocolonialism is a big problem as it perpetuates inequality and brings about results that are completely inefficient, imposing unnecessary costs to those with less. And, where decisions are not made to support life but to support greed, the environment incurs higher costs as well - because the environment which gives life is simply not considered.

The Solution

Firstly, each one will earn an equal income within EMC. One of the problems we're facing today, which prevents people from working together to find solutions for common problems, is the fact that the value of a person is not recognised as being equal. And each one's value IS equal - Because we are all here and we are all Life - it doesn't matter in which form - without Life, you wouldn't be breathing right now. Yet, the current capitalistic system gives value through money in an unequal way - creating the perception and idea that people are not Equal. Understand - equal does not mean the same - we are not all the same. Some run faster than others, some understand math better, for others math is like an alien monster. We are not equal in capacities and skills in that we are not all the same - but we all are equal in value - there is no one more important then another, there is no one that deserves better opportunities than another.

Every time each one receives an equal income, each one's value is being recognised as being equal to that of another. When value is not equally recognised, it creates the perception that there is a lack of value to go around and that each one must compete to receive value. With everyone receiving equal income, such competition for value will for a large part disappear - because there is no fear of ending up without value and without recognition. Things like power-hunger will for a large part disappear due to this simple correction, as being in a position of power is merely one of the ways individuals attempt to find value and recognition through competition. With each one being out for themselves, the larger picture is forgotten, and one's responsibilities towards one's fellow human beings are forgotten. Once everyone is recognised as equal, working together as a group becomes possible, because things like jealousy, competition and sabotage no longer stand in the way.

Of course, in EMC - Politics will be different from what it is today - one will not give up their voice to a representative and then hope that this representative indeed acts in your interest. Instead - each one will be part of the decision making. We go back to the origin of democracy, which was direct democracy. Ones territories started becoming too big for people to gather and do the decision-making, a system of representation was introduced. And for a moment, this was the best option available. But with today's technology, we are able to implement true democracy once again - because we don't require to physically come together to discuss and vote on things. We discuss and vote on things with people far away all the time on the internet; on forums, on twitter, on facebook. So - to organise our political system in a way that everyone has a direct say is today possible and very do-able.

Those in political positions will merely be managers, but they will not be decision-makers - and therefore, will not have the ability to influence, for instance, who is awarded the tender for supplying electric metres.

Rewards

EMC will put an end to Corruption - making sure that the funds that are pooled together through tax is no longer wasted on the exuberant lifestyle of those in power. Tax money will be used to provide each one with their Basic Living Rights. You'll be able to follow these things online, monitoring the entire process of why a certain solution was selected and you'll be able to say whether you agree with the decision.

Obviously, less money and resources will be spent on investigating corruption, cycling cases through the justice system. With such distractions out of the way, we'll be able to truly focus on how we can enhance life - for humans, animals and plants - this will create a different world for everyone, the world we were told we lived in as children, but soon realised was a lie.

Day 165: Equal Profit Share and Equal Money Capitalism

Note: The EMC is an entirely new project that was started a few days ago. We’re at the moment in the phase where we are brainstorming by answering questions. It’s a messy process – but an effective one to get all the relevant points addressed. So – also note that points will evolve and change as we go as we are not setting things in stone, but on a journey towards designing the EMC. The principles upon which EMC is based are laid out in the previous blog-post. From those principles, we work our way towards what life in EMC would practically be like and how the system will function from an economic perspective.


If I get an Equal Profit Share for each contribution I make in terms of working towards a particular good or service, no matter how much time I spend on each point – will I get ‘multiple’ Profit Shares if I spend little bits of time within different jobs?

In terms of a person splitting up their time to different products/companies – it must be decided by the group as the corporation whether it is okay and whether it doesn’t cause a problem. If it does cause problems you will have people that produce less effective work – that’s where the Equal Rights Protection within the constitution comes into play, and therefore if one does multiple jobs, you take away jobs from other people so that you can earn more money and greed comes in again, then it must be addressed by the legal system and by the group principles, by the group integrity: am I going to allow this or not?

Because of the principle of an Equality Capitalistic System, there wouldn’t in essence be a need to have multiple jobs if your job is giving you sufficient to make a good living. Currently, people take on more jobs because they either don’t have enough money to make ends meet or because they want more from a point of greed.

The type of labour you’re doing, whether it is cleaning a toilet or whether it is being a lawyer – it doesn’t change the fact that you have value to others. That value is measured not as in a matter of your personal profit being ‘worth more’, it’s an equal value. It’s part of a system that has got equal parts, which is everybody – and those equal parts must be sustainable and must be supported equally. Because without the equal parts of the One system, which is Equal Money Capitalistic Oneness – you can’t have harmony. Which is similar to how your body works, where different parts of your body contribute different functions to different extents – but all are needed and required to in the end have a well-functioning whole. This will be what Corporations as a ‘Corpus’ (=body) will be about.

Understand also, that within our current Capitalistic System, we have a system of ‘division of labour’ and ‘outsourcing’ in place – in order to make money for those at the top, whilst those at ‘the bottom’ receive very low wages for their contribution. Such procedures will disappear within Equal Money Capitalism, as these systems remove any sense of integrity, value, personal relationship and commitment one could have in relation to the product they produce and the company they work for.

Corporations won’t be managed by ‘bosses’ – instead, all the employees, all the participants constitute the company and everyone together will be the boss, the labour and the work team effort.

So in an Equal Money Capitalism System – a person will be multi-skilled. And therefore it’s about Capital-value, Personal-value, Personal Integrity, Personal Self-Image, so that the production of a product will be done in the end of the day by less people, because each one will have their own goals, their own ideals they would like to fulfil and be creative.
